On the eve of the 5th “National Sci-tech Workers Day”, Cai Qi, member of Political Bureau of CPC Central Committee and Secretary of CPC Beijing Municipal Party Committee, attended the symposium of Beijing delegation’s representatives during the 10th National Congress of CAST and makes an important speech. Deputy Secretary of CPC Beijing Municipal Party Committee and Mayor Chen Jining presided over the symposium. Deputy Secretary of CPC Beijing Municipal Party Committee Zhang Yankun attended the meeting.
At the symposium, Secretary of Leading Party Members’ Group of BAST Ma Lin introduced the composition of Beijing delegation, while CAS academician, President of BAST and head of Beijing delegation Liu Depei introduced main activities of BAST since the 9th National Congress of CAST. Three scientist representatives, namely, Executive Vice President of Peking University, CAS academician and Vice President of BAST Gong Qihuang, President of CAS Institute of Vertebrate Paleontology and Paleoanthropology Deng Tao and President of Beijing Graphene Institute Wang Xudong, made speeches.
Cai Qi recognized the positive contributions made by BAST organization to the high-quality development of science and technology innovation, and spoke highly of the fruitful efforts made by sci-tech workers in Beijing in terms of pandemic containment, frontier exploration, deficiency overcoming, transformation and entrepreneurship and popularization services. BAST pinpointed its position in the overall plan, plays its role and unites sci-tech workers to make due contributions to the high-quality development of sci-tech innovation. BAST does its job proactively.
Cai Qi pointed out that today’s world is experiencing a game change never before seen in the past century, and the great rejuvenation of the Chinese nation is in the critical period. Being based on the new development stage, implementing the new development ideas and constructing a new development pattern raises new and higher requirements for the development of the cause of science and technology.
Cai Qi emphasized three-point requirements: first, deeply study and implement General Secretary Xi Jinping’s important expositions about science and technology innovation. Stay guided by Xi Jinping’s thoughts on socialism with Chinese characteristics for the new era, deeply implement the major decisions and arrangements made by the CPC Central Committee regarding sci-tech innovation, and look at sci-tech innovation from the strategic perspective of the “overarching national interests”. Stick to the highest standards of the capital city, aim at the international top standards, forge ahead, work hard and endeavor to contribute the power of Beijing to the construction of China as a major power of science and technology. Second, actively get involved in the construction of Beijing as an international sci-tech innovation center. The CPC Central Committee has made strategic arrangements, expecting Beijing to play the “chess” well at the critical junctures. 1.06 million sci-tech workers of Beijing are expected to make more groundbreaking achievements as climbers of the scientific and technological Everest; strive to be practitioners of transformation and application of scientific and technological achievements, and drive transformation of more scientific and technological achievements into real productivity; strive to be the promoters of science popularization and constantly increase the scientific literacy of Beijing’s citizens. Third, make greater efforts to create a good ecosystem for sci-tech innovation. Party committee and government at all levels are required to further enhance the service awareness, deepen the science and technology system and mechanism reforms, implement the system of “merit-based competition”, and inspire the innovation potential of sci-tech workers; foster and bring in more world-class strategic science and technology talents and high-level innovative teams to create and form multilevel echelons of innovative talents. BAST entities at all levels are required to make every possible effort to set the stage for sci-tech workers to measure themselves, help resolve practical problems and allow sci-tech workers to fully commit themselves to the cause of science and technology without distractions.
Cai Qi required the Beijing delegation to deeply study and appreciate the spirit of the 10th National Congress of CAST, faithfully perform their duties as delegates, learn from successful experience and good practices across the country, demonstrate the charms of sci-tech workers of Beijing and drive the sci-tech innovation in Beijing to show new look and new achievements in the new era.
Municipal government leaders also present at the symposium are standing member of the Municipal Party Committee and Secretary General Zhang Jiaming, and deputy mayor and secretary general of municipal government Jin Wei.
