BAST holds the 2021 work conference on comprehensively strengthening Party self-governance, improving Party conduct and upholding integrity and fighting corruption
On April 13, BAST held a work conference on comprehensively strengthening Party self-governance, importing Party conduct and upholding integrity and fighting corruption to deeply implement the spirit of the 5th plenary session of the 19th CPC Central Committee and important speeches of General Secretary Xi Jinping regarding Beijing, review and summarize the efforts and achievements made by BAST in comprehensively strengthening Party self-governance, importing Party conduct and upholding integrity and fighting corruption in 2020, and arrange work tasks in 2021. Secretary of Leading Party Members’ Group of BAST Ma Lin and leader of Z-Park Management Committee Discipline Inspection and Supervision Group at the Municipal Commission of Science assigned by the Municipal Discipline Inspection Commission and Municipal Discipline Supervision Commission Wu Qi attended the meeting and made speeches.
The meeting conveyed and studied the spirit of the 5th plenary session of the 19th CPC Central Commission for Discipline Inspection, the 6th plenary session of the 12th Municipal Commission for Discipline Inspection and the Party construction leadership group of the Municipal Party Committee, before watching a warning education film titled “Price of Deviation from Original Aspirations”.
Wu Qi pointed out in her speech that Z-Park Management Committee Discipline Inspection and Supervision Group at the Municipal Commission of Science focused on discipline enforcement audit, supervision, inspection and other priorities in 2020, assisting and supervising leading party members’ groups to advance the fulfillment of primary responsibility for comprehensively strengthening Party self-governance, intensifying the supervision and regulation of exercise of powers, beefing up the education and management of Party members and cadres and providing effective assurance for the construction of Beijing as an international sci-tech innovation center. In 2021, the disciplinary inspection and supervision group will ensure implementation of the important instructions of General Secretary Xi Jinping regarding Beijing with precise and effective political supervision and daily supervision and the supervisory push unleashed from the efforts to strictly enforce discipline and fight corruption, while ensuring implementation of all significant strategic tasks at BAST, fulfillment of political responsibility of Party organizations at all levels for Party self-governance, focusing on political supervision to ensure significant decisions and arrangements made by the CPC Central Committee are carried out; advancing coordinating and integrative efforts in a planned manner and constantly improving supervisory synergy; constantly working hard on daily supervision to effectively prevent and address risks and hazards; following up on special supervision and precisely addressing key issues; powerfully pursue accountability for discipline enforcement, advancing the deterrent strategy against corruption across the board, and solidly advancing all efforts to comprehensively strengthen Party self-governance.
Ma Lin pointed out in his speech that the year 2020 was an extremely extraordinary year. Faced with complicated and intricate domestic and international situations and daunting and onerous tasks of deepening reforms, especially the COVID-19 outbreak, the Leading Party Members’ Group of BAST, under the strong leadership of the municipal Party committee, united and led Party organization of all levels and officers of BAST to seriously study and implement the spirit of important speeches of General Secretary Xi Jinping, firmly implement decisions and arrangements made by the CPC Central Committee and work requirements set by the municipal Party committee, endeavor to enhance its political, advanced and mass character by closely surrounding the construction of Beijing as “four centers”, actively fulfill duties of “four services”, faithfully fulfill their primary responsibility for comprehensively strengthening Party self-discipline and continuously deepen the efforts under the guidance of the Party’s political construction, as a result of which Party construction efforts showed new atmospheres and the leading role of Party construction has been fully exercised, thus providing solid political assurance for deepening the reforms of BAST and bringing BAST’s cause to the next level. Firstly, work hard on political construction at all times and steadfastly implement all decisions and arrangements made by superiors; secondly, constantly strengthen ideological building and hold fast to correct political direction in learning, thinking, practicing and reflection; thirdly, effectively beef up organizational building, leading to effective improvement in the level and quality of Party construction efforts; fourthly, strictly fulfilling primary responsibility for comprehensively strengthening Party self-discipline and deeply advancing the efforts to build a fine Party culture and a corruption-free Party; fifthly, insist on the principle of the Party exercising leadership over personnel management, with the primary platform for recommendation of sci-tech talents taking initial shape.
Ma Lin said the new situation and requirements facing the Party construction efforts of organs need to be fully understood while recognizing the achievements, so as to accurately identify the current issues with Party construction efforts of BAST and deeply analyze and seriously correct them.
Ma Lin emphasized that the year 2021 is the 100th anniversary of the founding of CPC, the starting point of the “14th five-year” plan period and also a very critical year for implementing the important instructions of General Secretary Xi Jinping regarding mass organization reforms and advancing deep reforms of the BAST system. Everyone is required to deeply implement the spirits of the 5th plenary session of the 19th CPC Central Committee, the 16th plenary session of the 12th Municipal Party Committee, the 5th plenary session of the 19th CPC Central Commission for Discipline Inspection and the 6th plenary session of the 12th Municipal Commission for Discipline Inspection under the guidance of Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, to accurately grasp the critical points of the Party construction efforts in the new era, steadfastly advance the efforts of comprehensively strengthening Party self-governance, importing Party conduct and upholding integrity and fighting corruption, lead and ensure the high-quality development of BAST’s cause with the high-quality development of Party construction, and constantly enhance political judgment, apprehensiveness and execution to provide a solid assurance for a good starting point of BAST’s cause in the “14th five-year” plan period. Firstly, raise the political stance and effectively increase the ideological consciousness of the efforts of comprehensively strengthening Party self-governance, importing Party conduct and upholding integrity and fighting corruption; secondly, strengthen the political sense of ownership and deep the efforts of strengthening Party self-discipline; thirdly, carry out political tasks and advance the efforts to improve Party conduct and uphold integrity and fight corruption.
Ma Lin required that there is a long way to go and the mission is glorious for the deep reforms of BAST and the high-quality development of BAST’s cause. Everyone is required to hold high the banner of Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, base themselves on the new development stage, implement new development ideas, serve the new development pattern, steadfastly advance the efforts of comprehensively strengthening Party self-governance, importing Party conduct and upholding integrity and fighting corruption, forge ahead, fight through adversities, deeply engage in Party history learning and education, lead and ensure the development of BAST’s cause with high-quality Party construction efforts, strive to create new situation for the development of BAST’s cause at the new phase and on the new platform, and celebrate the 100th anniversary of the founding of CPC with outstanding achievements.
The meeting was presided over by Tian Wen, member of the Leading Party Members’ Group, Vice President and class-1 inspector of BAST. Over 70 individuals attended the meeting, including leadership team members of BAST, section-level officers of all departments and directly affiliated public institutions of BAST, Party affairs cadres and discipline inspection cadres of Party branches (general Party branches).
